On page 4 of the March 17, 1917 edition of The True Republican, the United States Commissioner of Education, Dr P. P. Claxton argued for the need of rural school teachers. Dr Claxon added that an increase in normal* schools would help in providing those additional teachers.
*A normal school is defined as (formerly) a school offering a two-year course and certification to high school graduates preparing to be teachers, especially elementary-school teachers.
